General: Provides information and assistance to the public, other district officials, and staff. Assists in special assigned projects involving research, verification, correction, and obtaining information from historical or other sources. Assumes responsibility for covering a portion of colleagues' work assignments during short assigned absences. Participate in teams engaged in process and customer service improvement, cross-training and team performance evaluations. Prepare and submit formal reports and recommendations as appropriate. An individual with the following combined education and experience would normally qualify to compete in a selection process:

EDUCATION: High school diploma or equivalent, complemented by college or accounting education.

EXPERIENCE: Three (3) years of full-time paid accounting and bookkeeping experience in a government agency. At least one (1) year of this experience must have involved some aspect of payroll preparation and processing and related reporting and transactions.

  • Knowledge of the following is required to perform the essential function:
  • Current practices and technical functions of payroll processing and related records. Enforcement of federal, state and local laws and regulations on payroll withholding and payroll transmissions and related schedules.
  • Equipment and software systems used in the District's payroll and accounting systems. Practices for preparing invoices and maintaining customer accounts.
  • Accounting entries used to record receipts and expenses to finance accounting entries. Accounting terminology and correct accounting methodology.
  • To perform the essential function, the ability to do the following is required:
  • Apply the District's accounting and financial transaction processing procedures. Apply wage laws and regulations to specific transactions.
  • Produce and distribute payroll checks and related reports. Record data and information and produce summary reports.
  • Organize data and records from multiple work tasks, maintain steady progress on multiple projects under the pressure of variable deadlines. Establish and maintain open and honest communications with colleagues at all levels of the organisation.
  • Provide verbal and written information to a wide variety of people. Show a high priority of customer service in dealing with others.
  • Read, write and speak clearly and effectively. Add, subtract, multiply, divide and calculate percentages and proportions.
  • Operate the district's automated accounting, personal computers, and cashier equipment with sufficient speed and agility to produce error-free payments on time. Use office equipment such as telephones, faxes and playback equipment; learn to use other devices such as pagers and mobile base radio systems.
  • Manage district-standard word processing and spreadsheet applications. Withstands prolonged periods of sitting while operating keyboards intermittently, twisting and stretching to operate other equipment without disabling the adverse effects.
  • Safely transport, lift and move objects weighing up to twenty-five (25) pounds. Drive cars and electric cars.
